Tokyo (SCCIJ) – As a member of the European Business Council (EBC), the Swiss Chamber of Commerce and Industry in Japan (SCCIJ) is pleased to share the key findings of the EBC’s latest survey on the business impact of Japan’s evolving policies affecting foreign nationals. The survey gathered 213 responses from European companies operating in Japan, including a significant number of SCCIJ members, providing valuable insights into the perspectives of the international business community.
High awareness, limited disruption
The vast majority of respondents (92%) are aware of the recent policy developments. However, despite this high level of attention, companies report no evidence of widespread operational disruption. Most businesses indicate that current impacts on areas such as visa procedures, international staff mobility, and day-to-day operations remain limited.
The focus is on predictability, not policy itself
Rather than expressing concern about any single measure, companies emphasise the importance of transparent, predictable and efficient implementation. Administrative complexity, compliance requirements, and the ability to attract and retain international talent are emerging as the key issues to monitor in the coming years.
Japan remains an attractive business destination
The survey sends a reassuring message: European companies continue to view Japan as an attractive market for investment and business. The discussion is less about immediate operational problems and more about ensuring that Japan remains competitive and welcoming for international talent over the long term.

Respondents expressed strong support for the EBC’s continued constructive dialogue with the Japanese authorities. The focus will remain on monitoring implementation, providing evidence-based feedback, and promoting administrative transparency and predictability. A follow-up survey is planned for 2027.
